In continuation of my Despatch No. 35 of
October 6, I have the honour to forward herewith copy of a
communication from the Acting Governor-General, offering explan-
-ations of the course pursued in the matter of opium seized
at Samshui and Shiuhing (Chao-ch'ing). In view of what I wrote
yesterday its contents would not appear to call for special
comment.

I have the honour to enclose copy of me
reply to His Excellency's communication forming enclosure in ny
despatch No. 34 of September 26. As you will observe, it is
based on your telegram No. 19 of October 5, and xxxsax argues
on the lines, which in the despatch in question, I said I
would adopt.

I have made more capital out of the Kunchul
case than it perhaps intrinsically deserves, in order to en-
-deavour to bring ** home to the Opium-Prohibition Bureau
and the Kuang Yuan Office the sanctity of transit pass goods.
The quantity in question was only one ball, for which the pur-
-chaser appears to have written to Canton, transmitting cash
with order, and leaving it to the seller to make all forwarding
arrangements, including advance payment of the levy. No cor-
@plaint was received regarding its treatment en route, and
the receppt was simply sent to me from Hongkong as proof that
purchase price and levy are still paid at one and the same time,
That this is in reality the universal practice, I have no
reason to disbelieve, seeing that, owing to the shortness of the time limit, it is doubtless the easiest and most convenient me-
